Abstract: 

 

This work, in three parts, aims to produce a model of productive information access for all people in Benin, particularly the illiterate, using NTIC applied to different sectors of production. This concept could be realised in sub-Saharan Africa by 2022, thus guaranteeing the global dream of information society.

The first part deals with sub-Saharan historiology and hopes to strengthen the region’s social psychology and identity in order to face the diverse challenges of the 21st century.
The second part describes the problems inherent to this topic by pointing out current infra- structures, Analphabetism and its consequences, and critically elucidating the local government policy to challenge it.

The last part suggest inexpensive solutions: first comparing the example of the Indian model of access to information by using NTIC in different domains: cyber-agriculture, tele-education by webcast, and using GSM as the main information channel. Secondly, it proposes new roles for libraries and prioritizes education in sub-Saharan Africa. Ultimately, this topic opens up to a strong federal sub-Saharan Africa which would be able to appropriate the NTIC and to properly face its challenges.
